How can I get the Menu block you are using on this site?

the menu block is created manually with my links (i go in periodically and edit the php when i need to add/remove something) It is originally based on www.thainuke.net but there is also a good menu block that makes menus dynamically called:
Sommaire Paramétrable- the email in the file i have is marcoledingue at free.fr
no website unfortunately.
